Nice, even if it was it would suck bringing one all the way from Orre. But does this apply for cart aswell, I assume so since I've heard the pokemon have to be Galar born to battle in ranked. But other formats perhaps?

You can use mons from any game but they have to forget their moves to be used on ranked.

I can't get my Gen 3 duped RNG'd IVs Chansey with NYC Event Egg Move Wish to go into Blue save file on 3DS to learn Teleport in Gen 1. What am I doing wrong?

I didn't realize that Teleport was transfer only from Gen 1. So no it's not legal, but Wish itself is still possible.

Teleport is gen 1 exclusive, and Wish is gen 3 exclusive.
You can transfer gen 1 mons to later gens with the VC, but you can't transfer them to gen 3. And obviously, you can't transfer gen 3 mons to gen 1.
