Blissey is better because it can actually attack with things other than Seismic Toss. Chansey is too passive to be good.

Heavy Duty Boots are such a huge boon for defensive Pokemon that it makes Blissey objectively better than Chansey, despite being less bulky.

Wish + Teleport is indeed not legal. Not that it matters right now since Blissey is efficient at what it does thanks to Heavy-Duty Boots.
