Come up with simple changes that would make a Pokemon broken enough to be banned from Ubers. Can be any Pokemon, even if they're not available in gen 8.

Giving Primal Groudon Thousand Arrows and Morning Sun should push it into AG territory.

The thing about a meta is that it adapts. Sturdy Shedinja is extremely easy to counter if you've got the thing, it's just that no one runs it because sturdy shedinja isn't a thing.

Melmetal is way too slow to make use of Speed Bost. Even with full speed investment and Jolly. Not to mention doing that makes it way weaker since you don't have Iron Fist anymore and you have to forego an Adamant nature. On top of that you have to forfeit the bulk you need because you're so slow, even with investment.

Recover would be a nice addition though but definitely not enough to push it out of Ubers.

It isn't. Earlier in the gen I used a Blunder Policy, Dynamic Punch combo on walls like Pex/Ferrothorn (since Melmetal now outspeeds them).
At +2 with 252 EVs, Melmetal outspeeds Garchomp and flinches most bulky balance cores into dust. The main problem with this set is Dynamic Punch is subpar even when it hits, so you need to Dynamax and spam Max Knuckle right after getting the BP boost.

Your bottom elo ladder matches are irrelevant. Speed Boost Melmetal is way too fucking slow, you don't even outspeed shit like Lunala at +1 or Marshadow at +2.

Has an effective BP of 190 before STAB and Choice Band. This will OHKO most Uber Pokemon that don't resist, with the sole exception of Primal Groudon.
With a King's Rock, it has a 60% flinch rate.
Weavile also gains the technician boost on Fake Out + Ice Shard so it's not guaranteed that faster threats will be able to handle the Beat UP set. I feel like you're underrating just how nasty and uncompetitive it is.
