Could it not be the case that AV Bulu was simply not good at that point in the meta game?
AV Bulu was common in the middle of the gen and then completely fell off at the end in favor of bulky SD.

You're also bad for thinking AV Bulu is that good, it isn't. The only thing it does is shit on Greninja- Ash but regular bulky Bulu kind of already does that while being a bulky breaker with SD.

It's unfun in the same way every trapper is but at a lesser powerlevel.
There are so many moves you pretty much can't reasonably click at all while your opponent has a strong pursuiter, it punishes certain types for daring to take a KO at all and flat out option denial and punishing players for doing well are among the more inherently anti-fun things you can do in game design.
