The games were unfinished in Ruby/Sapphire, so they never implemented the last rival battle. By emerald, they realized how much of a joke your rival is in this generation so they just left Wally as your real rival.

It was shit, no reason why you couldnt fight May again with a full team after the e4 or something. You beat wally once with a level 17 ralts, then he disappears until the very end with a full team. At the end of the game he still feels like a complete stranger

TBF she wasn't really a rival. She wasn't attempting the Gym challenge and only cared about helping her Dad with research. Makes sense she wouldn't be particularly powerful.
I think it would be more accurate to just say Gen 3 didn't have a rival at all

I think the intention was to not have a rival at all and replace them with the huge (for the time) legendary plot
But they still kept in a sort-of-but-not-really rival that just ended up feeling half-baked. It might have ended up better if you just didn't battle her at all

It's the only logical option; maximizing the amount of times you see her in battles + you see her whenever you want by opening the trainer card, instead of limiting yourself to rival battles. It only makes sense.
