in all pokemon games the first leader should have 2
the 2nd leader should have 4

I really don't think this battle was that bad despite being a double battle with only two shitmons. They have good defenses and are generally a little overleveled by the point you reach them, and they have good synergy together. Also lunatone's light screen set-up helps fight off their grass/water/dark weaknesses. Solrock's sunny day even further cripples water types, and it can obliterate swampert/sceptile with solarbeam and flamethrower.
Honestly tate & liza were the original totem battle.

Gyms 1 and 2 should have 2
Gyms 3-6 should have 3
Gyms 7 and 8 should have 4
Elite Four should have 5
Champion and final rival battle should have 6

In the rematches every Gym Leader should have 5, and the E4 should have 6

This is objectively the best and most balanced gym composition. Don't even try to argue otherwise.

Just start with 3, gradually build up to 4 or 5, E4 should always have six mons because they're the strongest fucking trainers in the region literally no excuse to not have 6
