Wouldn't that make them worse? Now flying is immune and other types resist them instead of doing fixed damage.

Nah. If there were ground type hazards, bug would resist them.
Another typed hazard would need to be strong against bug.

Floor hazard. Airborne Pokémon (i.e. Flying-types, those with Levitate) completely ignore such hazards unless grouded by Gravity/Iron Ball/Roost/Smack Down.
