It could be but progression would have to be altered to accommodate such a change, because it'd be tedious getting walled in the beginning when you have nothing but your starter and a few shitmons to pick from.

B2W2 had something like that, the World Tournament. It even let you re-fight gym leaders and champions from past gens. There was even a downloadable event tournament where Sabrina had a Mewtwo. Pretty neat shit, always hated it didn't come back.

Having gyms require only mons in a certain level range would be neat. Or do the opposite of lets go and explicitly ban super effective match ups. No just sweeping a grass gym with a single fire type.
