You have episodes which serve to know characters better, and even those that at first seem to be mere weekly villains end up being incorporated in the story instead of being forgettable fodder, they become relevant and you get to know them better as the fellow citizens they are. I do think Part 2 is good as well for this reason, instead of being weekly trash, you're following the tale of Joseph and Caesar plus the Piller Men all throughout the story, they're set characters from the beginning and you watch their growth and interactions as the story advances, which is miles better than
