They could've made this guy Bug/water, and allowed him to be both unique and charming.
Instead, they just left him there, and made a replacement Water Strider pokemon 4 gens later.
Why did they do this? Surskit and Masquerain are appropriately cute pokemon.

Gen 3 has many bad design choices. Most pokemon being slow frail mixed attackers another big one.

It's a water strider. Those only fly short distances, and at the end of the day, they're still water striders. The Bug/Flying typing is extremely common, and notoriously weak. It's one of the reasons Vespiquen will never be taken seriously.

Delibird is really weird.
It was obviously meant to be a version exclusive counterpart to gligar like mantine/skarmory, but it has completely unusable stats and no moves. I guess at that point in development they were putting all their resources into kanto and just didn't even bother with it.

It'd be so neat if they restarted Delibird to be on par with Mantine or Skarmory.

Always thought it was a missed opportunity not to have them be the delivery men in HGSS

Beedrill, venomoth, volcarona, dustox, ribombee, and probably more also fly, and they aren't bug/flying. Flying isn't that important to their being though, they happen to be able to leave the ground. It's not like they're wind elementals shooting air everywhere.
