The earliest you can encounter it is at Route 45 (after Dragon type gym) which at this point you already got your entire team figured out. Didn't also helped that there is only 10% of encountering one so people could have missed out on it.
Beside Johto and the remakes of OROS the only other way to get them is either via swarn in DPP (post game stuff after E4) or other gimmicky stuff such as Friend Safary in XY.
