It’s because these two have huge special move pools, and as long as you use special moves that have secondary effects (i.e. 10% chance to lower opponent’s Sp. Def, or inflict burn/poison), all while holding a Life Orb, the life drain from Life Orb will be regarded as a “secondary effect” and Sheer Force will negate it.
Almost like how Magic Guard lets Alakazam use Life Orb without any life drain. Sheer Force + Life Orb will more than compensate for Nidoking’s and Nidoqueen’s lower base special attack stat.
