Logically? Dazzling Gleam. I'd like it to learn Earth Power and Weather Ball as well, but both are not "Logically it should have them tier". Earth Power having the same flavor reasoning behind giving it to Shaymin, Celebi, and Sunflora though more grass types should have this move anyways. Weather Ball is weird and should probably be on every grass type with Chlorophyll or have a weather theme (Why the hell does Bellossom not get Weather Ball??).
