Pokemon aren't chosen to go down a tier (technically), to make a tier, fanfic site throws every pokemon together and lets people battle for a few months, then the top 30% or whatever the cutoff is stays in a tier. The rest are dropped down.
Anything that is too powerful for this 30% gets banned.
They then do this same process for the other 70% and make new tiers.
The dropping by low usage idea is great because it's a real-world measure of how good the pokemon is.
The weakness is the neckbeard council who decides exactly what to ban and continue to make fools of themselves and their website, similar to how you do to yourself here on /vp/. They are the glue-sniffers that you should rile about.
