This guy is the most compelling main antagonist in any Pokemon game.
It's not just evil for evil's sake. It's starving and injured and only possesses Nebby because it needs a light source.
It doesn't have some ridiculous, asinine grand scheme. It just wants to stop suffering.
It isn't being manipulated or anything. It knows what it wants and is taking reasonable steps to achieve it.
Its motivation is sympathetic, but it still needs to be stopped because it's an inherently destructive being by nature.

His true goal is to force magearna to use her hidden power to 'release' humans and pokemon from their suffering by killing them all but magearna is broken so he needs to use a confused carbink that is slowly becoming more like ancient humans which is what magearna needs to activate and do its job. Even people who like Sword and Shield generally think Rose is a fucking moron who makes a terrible plan for no reason, it's just funny because he's every bit a typical CEO by doing so. The plot being so bad and shoved at the back gives an unintentional advantage of focusing on the League for most of the game, which is where most games SHOULD focus.

I say unintentional because the story threatens to be about something else several times, but either because of budget or not enough time, the main plot is sort of just something you hear about on the side until the final battle. Like I said, it's for the better, but it does feel less like they planned it that way and more like they couldn't afford to put in the full story they wanted.

I dunno, considering literally every single character in Galar except Sonia is directly tied to the League I think that this story really is the one they wanted to do, it's just bad because it's bad, but all focus is clearly the league and sports to me.
