slightly better at using water moves than gyarados, grass is his only weakness, and he gets stab earthquake at level 35
water gun can carry you through to ecruteak where you get surf, and ice punch in goldenrod is good coverage (why wooper can ice punch i dont fucking know)
sure, there are stronger picks, but swagmire is just far too fun for me to care
