the MAIN ISSUE with the split is that it exacerbated movepool problems
unlike with the original special split in Gen II, GF did not go back and give every pokemon physical/special equivalents of moves they already had.
you can say that GF never intended Alakazam to have access to the elemental punches, else they would have given him Ice Beam/Tbolt since there was tons of opportunity to do just that.
this meant that most Pokemon got worse going from Gen III to Gen IV, especially if they needed to rely on Hidden Power for STAB in Gen III.
