Both but keep in mind they both doing their job as a greedy shits (which is a good thing for them) but even then at least Masuda can give a shit about the games, MM was made in just a year and it's a master piece, sure there are used assets but so do fucking swoosh.

I blame Masuda, Ishihara's job is being a business man, Masuda as director could at least have some passion and do his best instead of act like a little bitch and give up
