Anon, Tajiri made that decision, when he'd stepped aside to let Masuda direct Crystal, when he'd decided to remove himself from role as Director, because the pressure of Gen II proved him ill-suited to the task. He saw his creation setting the world on fire and more importantly, was introducing kids to his world by the millions. And given he'd come up with the idea and had deliberately decided to aim it at children, there was no way he was going to stop development of it while demand was there (as it was when GS launched).
