Well, yeah. Otherwise they wouldn't have bothered with LGPE/the GO-exclusive mythical or even bothered mentioning compatibility in the future, much less they wouldn't have had code in Bank for GO-caught Pokémon in the first place.

No, it wasn't. The only way to said you could transfer from 3DS was via Pokemon Bank.

The chart did not exist in the time frame he’d have been talking about. Sun and Moon as well as Go released in 2016, with Go a few months before Sun and Moon. Home was not a thing for 3 more years at that point.
