Like Ditto, Dugtrio is a symptom of a sick meta where wallbreakers and sweepers are so overwhelmingly powerful you can sacrifice 1 mon and 5-0 the rest of the enemy team.
In Gen IV, Heatran was the best mon and removing it allowed your own Heatran to dominate. In Gen VII Heatran was essential to stop fairy spam, winning against all 4 tapus, Clefable and Magearna, so removing it allowed fairy types to run wild.
The issue is, would you rather ban 5 fairy types or ban AT? Banning 5 fairy types isn't going to change fairy spam as the new normal. And it just seems excessive and regresses the meta back to a prior generation. AT adds nothing to the game even if it's not broken in principle. Therefore it's the easiest to ban and balance the meta.
