Instead, he could control wild Pokemon to do his bidding and send them all at once to attack/torment you, like a horde even, and you'd have to get through all of them to maybe reach him.
But who am I kidding, they didn't even make Lusamine be the one to fight you when fused, they're too tied to their own rules.
