if they wanted to shill greninja so badly, why didn't they give it a regional form instead of that dragonball z looking thing? It would've also been a way to better promote the new mechanic

Nah, you are when they base a Generation's initial advertisement with the starters. That's the kicker, unlike the "normal" pokémon in a region, the starters don't appear normally, thus don't have the excuse of "they adapted to the region because they lived there for so long". Regardless of your seethe, they still have a ruleset they follow every Generation.

Legendaries don’t appear “normally” either and now we have regional legends- starters exist in the wild in lore anyway. Again, there’s absolutely nothing stopping GF from making an NPC in the next games to hand out 3 regional Kanto starters to the player.
