Mewtwo wasn't a Legendary Pokemon in Generation I. The only Legendary Pokemon were Articuno, Zapdos and Moltres. Mew was considered a phantom Pokemon. Mewtwo was just the Genetic Pokemon like the Dex states, that went out of control and hid. There were no legends of it's existence and there was no one who knew it was in Cerulean Cave.
