In Hatterene's case, she's very clearly designed around Trick Room (and likely Draining Kiss as well, she was built for that move due to how the low hp/high defenses works so well with her massive sp.atk and the 75% health steal) due to her massive power and good bulk with literally abysmal speed. As such, an avid user of Trick Room would really benefit greatly from Psychic Terrain due to it boosting one of their STAB's and blocking priority that would normally bypass the effects of TR, meaning a Dynamaxed Hatterene would be very scary in trick room. However, using Max Starfall would actively work against Hatt in this case because it would remove the Psychic Terrain and replace it with Misty Terrain, which it gets almost no benefit from (it already has Magic Bounce to reflect most status moves, doesn't give a shit about paralysis or burns either way, and is immune to dragon attacks, making the 1/2 damage from those a moot point).
Thus, for it's G-Max move, G-Max Smite is likely designed around allowing Hatterene to use fairy attacks while dynamaxed without shooting itself in the foot during Trick Room by letting it keep Psychic Terrain up. As for why it's confusion specifically, it's probably because it fits for a witch theme.
