It actually helps stall as there are few decent offensive items, shit like Magnet and Miracle Seed arent enough to break defensive cores.

It's hard as fuck to find a team that breaks Item Clause in modern Smogon metas, regardless from playstyle. Even those who do would still be fine with minor adjustment. Offensive teams that rely on double Scarfs would be the ones hit the hardest unironically.

Rotom-Heat was already UU, and was the 2nd best Rotom form. Keep in mind that you can't use more than 1 Rotom form, so most people would naturally choose the best one (Wash).
I'll give you Mandibuzz, though, even if it's a stallmon and it being so prominent isn't exactly a good thing.
