That's because they're interchangeable in order. It's no different than the branching routes that open up once you get the PokeFlute. Route 12, Route 16, Silph Co, all the same levels.
You can have some open-endedness built in with a "flattening" of the curve, or a linear and continuous progression. You can't have the best of both.

I don't like doing mini games on certain days for evo stones or waiting for post game to evolve some of my pokemon. Doing the elite 4 with a dead weight vulpix was a pain in the ass.
