Here are your options:
Special defensive Tank - Full investment into HP and Special defense. No investment into physical defense, because no matter how much EV you invest, 65 Def + 68 HP isn't gonna tank much anyway. Just switch out against physical opponents. Your main tools would be Calm Mind, Draining Kiss, and the rest offensive (psychic + another coverage move) or pure utility (will-o-wisp, taunt), depending on how you want to use it.
Trick Room Gardevoir - Gardevoir's speed isn't terrible, and honestly a bit too high for trick room, but you can push it down to 176 at Lv.100 with 0 IV and a negative nature. Gardevoir can either be the one setting up the trick room for another teammate, in which case you should probably stick to a defensive investment and pure utility moves, or set up trick room for itself with a offensive set.
Defensive cleric Gardevoir - There are better clerics then Gardevoir, but I can at least see the possibility of a special defensive Gardevoir with psychic as its only attacking move and a bunch of utility moves. Wish. Light Screen. Reflect. Will-o-wisp. Maybe even Healing Wish.
Though I think this set has more hopes of success in Doubles than Singles.
I wouldn't really call any of these sets good, since Gardevoir's 68 HP prevent it from being truly bulky. You are always one strong physical attack away from being dead, no matter what you do.
