pex is extremely dangerous to offensive mons that don't pack earthquake, especially physical and/or water weak ones. scald/knock off are the two worst moves for a physical threat to face, and pex can further pressure against bulkier targets with toxic/tspikes and haze to stop setup sweepers.
pex is passive only against other defensive mons that aren't water or toxic weak. pex can't do anything to opposing pex or magic guard clefable, and it's fairly easily PP stalled by corviknight, especially substitute/roost variants that sponge scald with high special bulk.
but look at that, there's only a handful of defensive mons that pex can't cripple somehow. everything else is vulnerable to toxic/scald status. even heatran loses against pex in 4 turns without earth power.
