Nasty Plot allowed Rotom to play a more offensive role. Rotom Heat rose to the forefront since Fire > Water offensively, and HDB mitigates its SR weakness.

HDB made Rotom-Heat the better form, and since you can only have one Rotom per team, people in OU would naturally go with Heat.

LO Rillaboom is guaranteed to bring Cinderace into range to be KO'd with Grassy Glide after a Wood Hammer, and CB Rillaboom is nearly guaranteed to 2-shot Cinderace with Grassy Glide.
So Cinderace can't reliably switch in.
