They are actually the perfect starters in concept in that they are easy to use due monotype all the way through (making their strengths and weaknesses obvious with no curveballs due a secondary type altering shit) and have a simple but straight forward evolution in design in their evolution line (meaning you don't get hit by a TWEEST by having the starter with the concept you liked evolves into something you don't) but their Mono-type makes you want to move away from them eventually.
Their real issue is that they are the second set, and the KANTOOOOO ones already set peoples expectations for Starters as being more then, well, Starters and being powerful Pokémon in their own right with secondary types, which has been continued and been made worse by following generations and shit like hidden abilities and Signature Moves.
They are just simple straightforward Pokémon that get outshined, which is perfect for "Your First Pokémon" as much as people won't like to admit it.
Also, like may Pokémon the 3D transition did them dirty, Meganium suffers from the "Wash-out" and as mentioned earlier, Typlosion is designed to have the flames always be on to look good, so having them be "off" by default makes the design suffer.
