Explanation: This suggested build is modeled on the Scyther/Scizor evolution, another Steel Coat trade evolution from the same generation. In that evolutionary relationship, Scyther doesn't gain base stats upon evolving; instead shuffling 40 points in speed to 20 in both attack and defense, in addition to gaining the Steel type. The idea seems to be that the Steel Coat slows Pokemon down in exchange for greater offense and defense.
In this case, Onix likewise maintains the same base stat total (and a similar stat spread) as Steelix, except 20 points of attack and 40 points of defense are now invested in speed. This is to stay true to the original Onix's idea of a moderately (for the time) speedy physical wall, while vastly improving its overall bulk. Eviolite makes this an incredibly bulky mon, but the Rock/Ground typing and the loss of the item slot for other uses still gives Steelix an edge in defensive prowess.
Onix's role is to fall more into the role of Doubles support and to give it a setup sweeper option. Onix got Dragon Dance in SworShiel, but with Coil there is some synergy with Weak Armor, whose accuracy increases allow for reliable Head Smash or Stone Edge attacks. Accelrock fits on this moderately speedy Rock Pokemon, allowing it in some instances to get in a final hit after Sturdy and generally fitting on both support and sweeper sets.
People might complain about the still lackluster offenses, but this IS an early game boss. I also think giving Onix this fairly unique role as a decently fast and bulky Pokemon is worth it. We have plenty of slow bulky mons and, speaking of which, it more strongly distinguishes it from Steelix, allowing people more of an evolutionary option rather than a necessity.
TLDR: I love Onix.
