That also doesn't explain why Oak even needs you to travel the world. He could just ask Bill to fill in data from his PC system directly into the dex if it fulfils the same function.
And the Pokedex literally has a pre-set number of blank spaces where discovered Pokemon go, and needs an upgrade to include the National Dex, so it's not even like he anticipated the possiiblity of there being more Pokemon than the ones he already knew about.
