Pikachu was never meant to be the mascot of Pokemon. That happened roughly a year after Red and Green came out in Japan, way after the Kotora line was left on the cutting room floor.

GF usually likes to surprise their audience, but now I’m doubting any of the old designs are returning since everyone knows about them already.
Probably why the original farfetch’d evolution was scrapped, and sir’fetchd became its replacement in SWSH.

Actually someone directly asked Ohmori if Sirfetch'd was related to Madame and he said it was a new Pokemon. He got the idea of Galarian Farfetch'd after seeing how big leeks are in the UK. So Sirfetch'd was just an evolution of that new concept

No, there's another part to that, if a design has sat for two-three Gens and not made it into the games, it's usually totally scrapped as an unworkable design. The gold beta shit that didn't get salvaged's in the bin at this stage, especially when the franchise has moved on from what caused them to design the beta shit initially. Though I'm not entirely convinced they didn't base Spheal off the beta balltiger. Got the same face and basic body shape after all and as said above, they hold designs back until they can refine them, that includes giving the whole thing a makeover to see if it works any better then.

That's literally how Game Freak work, if they show off a beta design, they're admitting it's also a scrapped concept and won't make it into the games. They never reveal anything they can potentially turn into a pokémon, until they're sure they can't turn it into a pokémon.

I love Spheal and Walrein but what the fuck was up with making you wait until the 7th badge to catch one and then it still won't evolve until level 45? Not to mention it's an Ice-type at a point where it's ineffective against a lot of the game's fights since they're all Swimmers and Fishermen at that point.

I don't claim to know the reasons, but I'm also not retarded enough to cry and say they don't exist, because they don't jump out at me. Though the fact they DO keep to standards is partly why I haven't fallen for a fakemon since this board opened. Game Freak's style is too distinctive to mistake, compared to rando fuckwit artists playing at making monsters.
