Thing is, he never really gets fleshed out in the same way most other legendaries do. Like even in a movie where Ho-oh was the "focus", it was really just a glorified cameo at the start and end. Even in spinoffs like Colosseum it has less presence than Lugia in the sequel.
I'm pretty sure Episode 1 of the anime has put Ho-oh in a spot where they want to preserve its mystery as much as they can.

Lugia is a glorified flying fish hiding in a boring cave like a hobo. And it doesn’t even have the right typing. It swims and dives all the time and it isn’t even water type.
Meanwhile Ho-Oh isn't afraid to show itself, it can revive the dead, and it’s one of the most beautiful Pokemon. Lugia can never hope to compare to a true legendary Pokemon like Ho-Oh.

Ho-oh's Silver sprite made him feel huge back in the day, as were his Stadium 2 model proportions. He's a chicken phoenix but not in a distracting way like Moltres. I am happy Game Freak keeps finding ways to make him so good.

Also true. The early anime figured it out with Moltres being the silhouette of the a bird forming from out of the fire, versus a simple bird skeleton that sprouts flames. And like Ho-oh it and Articuno have a wing span which makes them look enormous in Stadium's FOVs.

Magikarp/Gyarados is a completely different case because they canonically have male/female genders. Ho-Oh's gender is canonically unknown, but because of what it's based on, it makes a lot more sense to assume it's female rather than male.
That said, calling Ho-Oh "it" is still the most accurate and least controversial option. That's what I always do. But if I had to give it a gender, female is the most logical choice.

It feels like it was gonna be part of the Ursuaring/Beartic/Pangoro group but they decided to recycle the concept to work even less on those games.

I'm not a fan of gen4/5 but I imagine myself in front of these legendaries and I'd have that feeling more with dialga than ho-oh. Same with xerneas and lunala. Ho-oh is on a mid term legendary tho, but just above some trio mons.
