The point is that Garchomp can fly despite not being a flying type. Also, not all wild pokemon evolve so some Bagon will never get a chance to fly.

Heatran work better as Groudon's minions than as its kids. Manaphy actually vaguely resembles primal Kyogre which is why I feel it would make a lot of sense to connect those two so closely.
