As long as the females are producing children faster than the members of the species are dying out then the species will survive. That's obviously harder with a gender ratio like that but it's not impossible.

but the thing is the ones that are split uneven are mostly only there for arbitrary gameplay reasons. ones like combee/vespiquen and salandit/salazzle are fine

That means there is a method of reproduction outside of Pokemon Breeding that wild ones can use. Especially since Ditto isn't in some regional dexes for mono-male species.

Starters should be 50-50 but that only works for the first 4 gen starters.
Gen 5 is pushing it but it can still work
Gen 6-7-8 the starters are too gender specific in design so it doesn't work in the slightest, no one looks at Primarina and thinks "male" just like no one looks at Rillaboom and thinks "female"

This is why they need to make gender differences for the starters.

Kakapo are similar, where the sex ratio of their offspring changes based on their diet. It took scientists forever to figure that out, so the species nearly went extinct because nobody could figure out how to make the damn things produce female offspring.
