I can't get enough of this god damn perfection. Something about it screams iconic retro pokemon and nostalgia to me but I don't know what and I'm dying for it to exist

That's because this looks very similar to Latios.
This doesn't fit in with the rest of the Togepi line like the real Togekiss does. To me this looks like a mostly uncoloured Lati-twin pre-evo that the player would've been given if Hoenn was a modern gen.

Rampardos beta looked a bit generic imo. Yeah this design is also a bit plain, and the sprite is even more placeholder than Rampardos', but I feel like it has a certain charm to the overall design. It's literally a Togepi stealth bomber
