Make Multi-Attack lower the oppopent's highest stat down by 1 stage so that it fits Silvally's "UB killer" schtick better. Also bring it back to 90 BP like it was in SM.

This, and don't make RKS system an ability.
Deoxys and Rotom and shit don't need to use their ability and item slot to change forme, so why should the literal god of Pokemon and his bootleg son need them?

Did you even fucking pay attention to the lore? It wasn't a failed experiment because it wasn't good at its job, it was a failed experiment because once they installed the RKS System they went fucking berserk. Gladion (and now RKS Laboratories) have proven that it was a success, they just need to form a bond with a trainer.
