Pretty much, Charizard can deal some insane damage, and is allowed to switch out after attacking as setting sun is way easier and safer than using a boosting move, also, Blastoise lacks coverage and cant touch most water types.

Anyone who doesn't say it's Blastoise is delusional. What makes it the worst isn't even a matter of performance. It's that it's the only one that's easily replaced. Venusaur and Charizard obliterate any Pokémon who could fill their roles in terms of usefulness. Surf however is the great equalizer for Water types with any Special to speak of.
