No it hasn't outside of dumb headcanon. The only actual justification we've ever gotten for it's steel typing are the three metal spikes and it's "nerves of steel". The latter isn't supposed to be taken literally, by the way.

If the spikes sticking out it are metal, it stands to reason that the rest of its skeleton is too.

Pokemon are also notoriously underweight for their size, but Lucario is heavier than some Pokemon are much larger than it. Blaziken is 6'03, yet it's about 5 pounds lighter than Lucario.
