Easy, it would be Neutral its designated weakness (Blastoise) AND get 4x Resist to Fire AND Grass. With such a typing it would lord over and make the othe starters useless especially due the rarity of dragons in KANTOOOOOO and the explicit intent of Dragon to be Overpowered in Gen1 (they kinda goofed), we have already seen how Diamond and Pearl goofed with Fire types, this would effectively be the same thing, only instead of Fire it is about Dragon.

That means that it would need to lose its Starter Status and between that and just dropping Dragon for flying the action is clear.

Ruins the starter effectiveness cycle.
Blastoise would need to be made a Water/Rock type to keep the circle in tact if Charizard were a Fire/Dragon, but Water/Rock is a massive stretch.

Not really.
If Samurott was Water/Fighting, its Water type would still be strong against Emboar's Fire type and it would still be weak against Serperior's Grass type.
The only case where the effectiveness circle was ever compromised was with Empoleon and Torterra (Grass is neutral against Water/Steel), but that was completely made up by Torterra's Ground type being strong against Empoleon's Steel type.

They did, that is why you got Zard X in the environment where they started to get over the whole DRAGON DA BEST philosophy, but that environment was not the one Charizard was created and debuted. Charizard is one of (many) victims of Gen1 being quirky but having devs that try (Hence why Dragons are rare, they were outright mythical, another case against Charizard, who was in the possession of a Professor who was willing to give it away, starters are cool and rare but in-universe Mythical Creatures they ain't.)

Charizard is not a dragon.
Maybe it was at some point, much like how a pug was a wolf at some point, but all of its wild and chaotic energy has been neutered and watered down so that it can be domesticated and properly controlled by an inexperienced child.

Charizard, Ampharos and Gyarados should definitely be Dragon-Types. I wouldn't be too opposed to Sceptile and Aerodactyl being Dragon, but the rest is a big stretch

Clawitzer claw's resembles a dragon's head almost you-could-say explicitly. The sort of spiny, excessive, military quality is very dragon-oriented. As for Arcanine the regal, ancient spirit is pretty accurately covered by Fire but the remainder does match Dragon energy somewhat. Dragon's a really interesting type because its meaning is regularly augmented but a core of dragon typing is a kind of reserved madness and weirdness, as well as qualities military and violent. Of this image I think Avalugg should be Dragon because it fits the vibe set by other Dragons like Garchomp and Exeggutor. Aerodactyl simply is a dragon and doesn't necessarily have Dragon type but in fact it does reflect the necessary qualities that I mentioned. Ampharos is just a pun dragon and isn't actually designed to refer to the the affinity. This is a bit of a problem with Altaria. Compare A-Exeggutor which is so excessive in power and has slightly adapted reptilian anatomy to indicate the typing explicitly. CharizardX demonstrates the specialness of Dragon types -- it's not just a literal dragon but an emphasized affine of Dragon typing, as though the typing has distorted its body and intensified its flames so they now burn blue. Charizard basic is adept in fire and wind attacks and just happens to be a dragon. Remember that Fire pokemon are not all literally fires.
