Because Game Freak has a fetish for consistency and keeping old Pokemon the same no matter what, it lead to Pokemon such as Golem being powercrept and not updated for modern-day Pokemon standards
Game Freak has a real problem with not changing when necessary, and it shows with how many old Pokemon get powercrept and invalidated by new ones, or some Pokemon being introduced never being good in the first place despite them being intended to at least be decent
