We all know Slaking can not be UU with the removal or replacement of truant.

But what about Regigigas? How good will he be if we remove his ability or give him a new one?

Regigigas is extremely similar to Slaking in both stats and coverage, with the main difference being lower HP, better special defense, and worse special attack.
Other than that, they have really similar coverage, so I think whether they would be in the same tier or not comes down to what their replacement abilities would be

Honestly all it really "needs" is cutting Slow Start to 3 turns instead of 5 and that alone would probably cause a upswing due actually being feasible to reach.

The main issue is that 5 turns is actually a really fucking long time, especially when the "counter" resets (which means a incredible weakness to phasing), and IIRC Regigigas doesn't even get a whole lot of tools to try to stall for time, i think it gets like Wide Guard in USUM. The actual stats are good enough to justify a "nerf" abillity, but 5 Turns are just overkill.

There are a lot of ways you can keep the idea of Slow Start without making it as crippling. I think another good idea would be "It takes five turns, but they don't have to be consecutive and the turn-counter persists, so you can have Regigigas out for two turns, withdraw, and then it just needs another three turns." It'd also help if once the Slow Start turn counter ended or reached zero, it would be done for the rest of the match.

no ability and no item is a pretty big handicap, and to actually use the upside of klutz it would have to drop a moveslot for fling

In terms of raw power, it would be around urshifu levels of powerful, sacrificing good stab for better coverage and bulk. substitute would also work well with its bulk to avoid toxic. if transfer moves were available, then it would get power-up punch as a boosting move. would probably be ok in ou with klutz, otherwise it would be ubers.

160 attack with no item is the equivalent of a base ~112 attack pokemon holding a life orb
this puts its actual damage output close to mew's, except mew has basically any move it wants
so it'd be a slightly bulkier, slightly stronger mew with much worse coverage, can only run physical sets, and has no setup moves
