Statistically speaking, the expected value of a Hydro Pump (ignoring accuracy) is as follows;
Nasty Plot with Sniper
(23/24)(110*2) + (1/24)(110*2*2.25)
210.833~+20.625 = 474.37425
Focus Energy with Sniper
(1/2)(110) + (1/2)(110*2.25)
55+123.75 = 178.75
You’re doing less expected damage with Focus Energy than if Nasty Plot never critted.
And in case you were wondering
Nasty Plot+Life Orb
274.0833~+26.8125 = 300.8958
Focus Energy+Scope Lens
110*2.25 = 247.5

Torrent is unironically better than Sniper.
The boost Sniper gives to Critical hits (as 2.25/1.5 = 1.5) is identical to the boost Torrent gives to water moves at 1/3rd health.

Irrelevant, because Inteleon would never be able to use Nasty Plot either. He is too fragile to do any set-up, people that say otherwise just flat out have never used him.

What Inteleon need is better moves, Snipe Shot is weaker than Surf, the extra crit chance is useless if you don't boost crits, and Inteleon doesn't has the bulk to set up.
It also lacks coverage, Air Slash is good in VGC thanks to max airstream but without stab it doesn't hit that hard and is still 'frail' while dynamaxed. It also has Ice Beam like 98% of all Water types and Dark Pulse to hit Jellicent if anyone still use that in 2020.
It special attack is high as fuck but without a good moveset is not different from most water types, just spam Hydro Pump and hope it doesn't miss.

Make Snipe Shot as strong as Pyro Ball or at least give it a +2 crit chance, crit moves are outdated.
It could have Psychic to hit Toxapex and Aura Sphere/Focus Miss for Ferrothorn.

The fact that Inteleon has focus energy and still fucking sucks kinda proves that statement wrong.
Maybe Nasty Plot isn't exactly what he needs, but he clearly needs something.
