As it stands, assuming you have a party of 5 mons with 100 base attack + weavile itself, the move is still weaker than a boosted knock off. It also relies on you running all high attack mons and all of them being alive, unlike knock off which becomes weaker after the first hit but at least it's consistent and reliable and has the chance to be strong again if there are more items to knock.
It's too gimmicky for its own good. You could make it yet another regular "hits 2 to 5 times in a row" move and give it to skill link mons like cinccino and cloyster, I'm sure they'd appreciate it. But I guess that would take away from the move's uniqueness. Maybe you could make it so that it mixes elements of retaliate: the user hits once for each party member, instead of each party member hitting once, so it hits 6 times always, regardless of what's alive and what's fainted. Then make it so that all hits have 15 BP again, so it has 90 effective BP by default. Now, make it so that the power of each strike doubles if the corresponding ally is fainted, so 30 instead of 15. So if you have the user as your last standing mon, you have a 165BP dark move that breaks sashes, substitutes and has multiple chances to crit.
