fair enough, but now you run into the three Dragonite issue. if you had to give Lance a full team using only gens 1 and 2, what would you choose? it's not impossible but it's rather difficult seeing as only two different dragon types even exist.

Goes against her philosophy. As for Lance, he at least used one in Stadium 2. The team was also suppose to have some cohesion to his previous one as an E4 member.

Which means only Charizard could've been replaced for T-Tar, and that surely ain't happening.

That's not QUITE true, since we've seen his team change when he appears in later generations to have more actual dragons. Now when he deviates, he tends to pick Pokemon that are at least in the Dragon egg group.

Technically, Nintendo doesn't make the mainline series at all. They have franchise input by being one of the partners in the Pokemon Company, and they publish the titles, but Game Freak still does the heavy lifting (somewhat poorly) when it comes to making the games.
