I'm not one of these people because i actually dislike Heavy Duty Boots all together, but the crowd you are referring to are an odd case.They like using shitty bug and fire types that get shit on by Stealth Rock and want to be able to use them without getting stalled for 200+ turns when they battle anything remotely defensive. Ideally, for them neither stall nor Stealth Rock would exist.

You need to understand that /vp/ are all fucking idiots when it comes to competitive.
They don't know that stall revolves around endless switchfests, that stealth rocks helps to punish those switchfests, and that heavy duty boots allows those switchfests to occur uninterrupted.
They don't even play the game, so all they know is that stall is bad because it's a buzzword and stealth rock is bad because it hurts the heckin Charizarderino. Therefore, stealth rocks is stall and heavy duty boots is good.
"Hypocrisy" is the wrong word, because that implies a level of understanding which /vp/ simply doesn't have.

Mandibuzz, Slowbro, Slowking, Rotom-Heat, Xatu, Jellicent, Avalugg, Sableye, Mantine, and arguably Shedinja.
And even most of the non-stall mons who run boots are pivots, like Dragapult, Zeraora, Arcanine, and Incineroar.
Mons like Volcarona were already OU before the boots even existed, and Charizard doesn't even run boots most of the time because specs are better on it.
So yeah, boots do primarily help stall and other degenerate strats like volt turn, and the mons who the boots were touted to help didn't really need them.

Rotom-Heat can lean both ways, being either offensive or as a stally pivot. Both sets run boots, but the one that switches more naturally gets more out of boots.
Xatu's main set is as defensive utility, using boots to switch in for free and block status moves, and teleporting.
Jellicent is almost exclusively used as a defensive stallmon, inflicting burns and shit.
Mantine's primary set is a fat utility one where the only attacking move is Scald.
And Shedinja really is best on stall teams, as weird as it sounds. Being immune to a massive chunk of types means it's great at switching into attacks and killing enemy momentum.

Even with more offensive sets, Rotom Heat still puts in solid defensive work via typing alone.
It's similar to Heatran in that regard.

The Rocks influenced competitive play for nearly 15 years, so much so that almost all damage% ratio charts factor in Rock damage in the breakdown. At one point or another something was gonna be made to put a check on them since hitting literally every fucking thing without a Skill was gonna be an issue someday so something like the Boots were inevitable.

Though I will say the Boots were kind of the half-assed option when all they had to do was take the Toxic Spikes route and have Rock Types just nullify/absorb the damn things.

HDB are amazing because all my Bug and Ice bros that were unviable before are now totally amazing. Like Volcarona, which was a PU shitmon before. Against offensive teams you actively want only one layer as the regular poison will do more damage.
It's only against fat shit and some stuff with set up+recovery that you want bad poison.
Toxic Spike isn't a case of needing two layers to be useful, it's one hazard that has two different uses depending on how many layers you get up.
