It was the creation of Takeshi Shudo, whose plans for Pokemon movies included Ash getting old and dying, Pokemon rising up and killing their human overlords, and a T-Rex being revived and killing all of the Pokemon.
He originally created Lugia for the movie 2000, originally called "Lugia's Explosive Birth" which sounds like the title of a picture on Deviantart. He wanted Lugia to be female and motherly, but the voice actor was too masculine and he got extremely depressed and spend the night guzzling more drugs and alcohol than usual.
He later died as an indirect result of his drug addiction, but his spirit still haunts Lugia to this day, causing it to attract people just as autistic as he was.
