You choose the set elements to synergize with each other, for example a Scarf set might use Fire Blast whle a Specs set might use Flamethrower because without the extra power, Scarf can't get a certain KO, so you make a RNG bet that is 85% of the time in your favor, and that's already kind of risky. With Quick Claw, you can't invest less on Speed or sack priority, hoping to go first when it only might happen in a turn or two at best, in a game where offensive mons tend to stay for 5-10 turns at most, often less.
So why would you choose an item that you can't take into sccount when planning your set and your overall strategy? For teambuilding purposes, a Quick Claw mon is itemless, but it loses the few benefits of being itemless (Poltergeist, Knock Off, Unburden...)
